The Session of Westminster Presbyterian Church (WPC) convened for a called meeting at 12:35 p.m. on 28 January 2007 in room 105 of the Holderness Mission Center. The Moderator, J.Walchenbach, was present and called the meeting to order with a prayer.
Associate Pastors B.Berghaus and P.Ransford were present.
Elders F.Anton, K.Bunch, A.Denson, N.Gaddis, J.Graham, J.Jones, S.Landis, M.T.Peters, S.Pottenger, S.Ruffing and D.Wellemeyer were present. Elder B.Cunningham was absent and excused.
WPC staff members B.Fletcher and N.Rozak were present.
Clerk of Session D.Derr was present.
The Moderator declared a quorum present.
The Moderator reported he had arranged a meeting with Barbara Campbell Davis, Executive Presbyter of New Hope Presbytery, to discuss the unresolved questions and issues from the Session Retreat pertaining to the election of a Pastor Nominating Committee (“PNC”). That meeting occurred at WPC in the early evening on January 22, 2007, the day after the Session Retreat concluded and included Barbara Campbell Davis, the Moderator, Associate Pastors P.Ransford and B.Berghaus, D.Derr, Clerk of Session, D. Wellemeyer, Chair, Transition Committee, and A.Denson, Assistant Clerk of Session and Chair, 2007 Nominating Committee.
The Moderator said that at this meeting he had distributed copies of an outline he had prepared listing the unresolved questions and issues and this outline, “Conversations with Barbara Campbell Davis” was used as a basis for discussion. The Moderator summarized what Ms. Davis had described as the steps to be taken, the procedures that apply, the roles of people and committees, and the resources available for a PNC.
The Session must undertake to update the church-self study, which will be the basis of the Church Information Form (“CIF”) later drafted by the PNC. The Session will also decide the size of the PNC and may give input into the description of particular seats. The Congregation will make suggestions of candidates for the PNC. The 2007 Nominating Committee has the sole responsibility of preparing a slate of representative candidates for the PNC. The Congregation will elect the PNC by voting on the slate presented by the 2007 Nominating Committee and any nominations from the floor.
The PNC will meet with a Vacancy Counselor designated by the Presbytery and will elect its chair. Early in the process, the PNC will prepare a CIF based on data from the self-study. The PNC will then do its search and eventually choose a nominee and negotiate terms of call within parameters set by the Session. The Presbytery will examine and approve the nominee and the new pastor will be installed.
Motion: A motion that the Pastor Nominating Committee have nine (9) members consisting of four (4) males, four (4) females and one (1) youth was made, seconded and approved.
The Session's current business, having been completed, the Moderator declared the meeting adjourned and it was closed with a prayer by N.Gaddis at 1:25 p.m.
